Responsibilities:
As the head of the Managerial & Soft-Skills team, your key responsibilities are as follows.
1. Be a Strategic L&D partner to business unit leadership to help uncover/assess their training needs, provide strategic advice to address learning needs and enhance learning effectiveness and develop, implement and deliver learning programmes suited to business needs.
2. Drive Annual Strategic Learning Needs Analysis process for the corporation. This will also encompass developing and launching the annual learning calendar and directory that is in alignment to business needs.
3. Engage and manage members of the Managerial & Soft Skills team – you are expected to engage, motivate and optimise the talents and skills of an experienced team to accomplish all key L&D activities.
4. Drive key L&D initiatives like corporate orientation program, educational assistance program, etc.
5. Ensure a consistent, high level of quality of program delivery by external training providers. You are to lead regular vendor reviews to source, assess, identify, manage and build strong relationships. You will also ensure an objective and transparent vendor selection process – in accordance to corporate governance guidelines.
6. Ensure compliance and alignment to training administration systems ( like SAP ), policies, processes amongst business units.
Requirements:
Minimum Bachelor's Degree in a relevant discipline, with at least 6 to 8 years of relevant L&D experience
ACTA or equivalent training accreditation is strongly preferred
Led and managed a L&D team before
A deep understanding of the theory and practice of Learning & Development fundamentals (principles, concepts, philosophy, methodologies)
A deep understanding and experience in learning/training needs analysis process
Experience with training administration systems and processes
Experience in delivering training programs
Experience in managing training providers of managerial and soft skill programs
A good understanding and awareness of key managerial and soft skill programs in the marketplace, in areas like critical thinking, people management, leadership, project management, etc.
Adequate knowledge and experience with the application and administration of government training grant schemes (like SPUR, SDF, SRP)
Adequate skills and knowledge in curriculum development and assessment.
Adequate knowledge and experience about people developer standards
Preferably bi-lingual (in English and Mandarin)
Preference will be given to those who meet most (if not, all) of our requirements.
You should also be self driven to make a difference to the organisation and have a strong ability to (1) think strategically, (2) develop multi-level relationships with team members and stakeholders and (3) communicate and influence effectively via written and verbal platforms.
